Qualifying Active Duty Service for Early Retirement Most active duty time qualifies. This includes involuntary mobilization, voluntary active duty, train ing, operational support duties and attendance at military schools. It also includesmedical treatment or evaluation for disability or medical studies. However, some periods of active duty do not. Active duty time thatdoes notqualify under the program includes Weekend drillsAnnual two weeks trainingWhile in captive statusAs a member not assigned to, or participating satisfactorily inunitsFull-Time Guard/Reserve programs, such as AGR, or TARFor disciplinary/courts-martialFor muster duty Also included is full-time National Guard duty served under a call to active service by a governor and authorized by the president or the Secretary of Defense, for purposes of responding to either a national emergency declared by the president or a national emergency supported by federal funds. Only active duty time performed as a member of the Guard/Reserves count. In other words, if a member joined active duty for four years, then got out and joined the Guard or Reserves, the active duty time does no t count toward earning early retirement. However, it does count when computing retirement points. The amount ofretirement payreceived is based on a system of points earnedfor Guard/Reserve and active duty service performed during their careers. Example of Early Retirement Active Duty Credits A reservist performed five days of active-duty service on MPA orders in February 2017. He then volunteered for active duty beginning June 1 and ending Nov. 30 (leave, reconstitution and post-deployment/mobilization respite absence included, as applicable). The reservist performed a total of 127 days of active-duty service in fiscal 2017 and 61 days in fiscal 2018. Under this scenario, all of the active-duty time the reservist performed could be credited toward reduced retirement age eligibility because it was active-duty time performed under circumstances permitted under the law. However, because time credited must total 90 days or must be in multiples of 90 days in the aggregate during a fi scal year in order to correspondingly reduce his retirement age by three months, or multiples of three months, the reservist will be able to reduce his retirement age by three months for fiscal 207. Had he performed 53 more days of active-duty service after Jan. 28 and before going on active duty June 1, he would have accumulated 180 total days for fiscal 2017 and thus would be able to reduce his retirement age by six months. Similarly, because the reservist has so far served on active duty 61 days in fiscal 2018, he must perform an additional 29 days of active-duty service sometime during the year in order to reduce his retirement age by an additional three months.

That rule limited drug testing for federal employment insurance to only occupations that regularly conduct drug testing.The White House said the Obama-era rule was part ofunnecessary regulationsand that President Donald Trump is expected tosign the new resolution into law.Support for the measure seems to trace back to Wisconsin governor Scott Walker, who promised the tests as part of his Wis consin comeback plan. Walker has argued that the measure will help employers find mora drug-free employees and will restore the power over unemployment and welfare benefits to states, rather than the federal government. Paul Ryan, the Speaker of the House of the Representatives, has also eagerly embraced the plan.Strong opposition to drug testingThere is the small problem of how unemployment benefits are determined workers pay into the unemployment insurance fund from every paycheck, so when they lose their jobs, many say they areowed the right to claim the benefits they paid for.But Democrats argue that this repealis a government overreach into the private lives of workers. Military Overseas Housing Allowance (OHA)Military Overseas Housing Allowance (OHA)Active duty members who are stationed overseas (except for Alaska and Hawaii) and are authorized to live off-baseearn a special housing allowance since they do elend receive a Basic Allowance for Housing (BAH)while stationed overseas. Instead, they receive a different allowance, called Overseas Housing Allowance, or OHA. There are more than 50,000 military members and their families overseas serving our country each year with a cost of about $1.5 - 2 billion annually spent for housing allowances. The Difference Between OHA and BAH Basic Allowance for Housing is monthly rent / mortgage money for United States based military members that is based on housing costs in local housing markets when on base housing or government quarters are not provided.BAH is a set monthly amount paid to military members who live off-base within the United States, and it isprescribed by geographic duty location, pay grade and whether or not the member has dependents. For example, if the set rate for a member is $750 per month, thats what he or she receives no matter how much the member actually pays for rent and utility costs. Sometimes this allowance covers the rent or mortgage payment fully, sometimes it does not. The Department of Defense offers a 2019 BAH calculator that can help you find basic allowances for housing. As you can see, depending upon where you live in the United States, your monthly paycheck may differ significantly.For instance, living in San Diego, California or Little Creek, Virginia can differ by over $1000 a month. The good news is that this is not taxable income for the military member.On a military Leave and Earning Statement (LES), there are a series of PAYS (Basic Pay, Hazardous Duty Pay, Dive Pay, Jump Pay, etc). These are taxable. There are also ALLOWANCES like BAH, and OHA - these are non-taxable income and depend on where you live and your rank and family status. OH A, on the other hand, is based in part on the actual cost of rent. For each location, members are assigned a maximum rental cap, which is based on average rental costs for the area, depending on the members pay grade (the higher the rank, the more expensive housing one is authorized to live in), and whether or not the member is residing with dependents (a member who is living with dependents generally requires larger living quarters than a member who is living alone). In addition to the monthly rental reimbursement up to the amount of the cap, ones OHA payment also includes an allowance for utilities. This amount is based on random surveys of military members in the area and is the same for everyone in the area, regardless of pay grade. The Department of Defense offers auseful OHA calculatorto help in figuring overseas housing allowances. How OHA Is Calculated Lets look at an example The amount a military member receives for housing, utilities, and move-in expenses fluctuates ea ch month due to exchange rates and is reevaluated every six months. A sample amount of moneyan enlisted member in the pay grade of E-6with dependents, living off-base in Ansbach, Germany, would have a maximum rental cap of 1000 Euros ($1,160USD) per month. The assigned utilities rate for Germany is 500 Euros ($581.50 USD) per month. If the members rent is 1000 Euros or greater per month, the member would receive the maximum OHA of 1670 Euros ($1,942.50 USD), per month for rental expenses. However, if this member lives in a residence where the rent is 730 Euros per month, the member would only receive 1273 Euros ($1,430.50 USD) per month in OHA. OHA also includes a one-time lump sum allowance called Move-in Housing Allowance (MIHA) for moving-in expenses. For Germany, the rate was 550 Euros ($825 USD). So, in the above example, the member would receive an additional $825 in his or her first months OHA payment. MIHA will reimburse the military member for living costs overseas while in privately-owned or privately-leased quarters. It addresses three specific needs one-time rent-related expenses (deposits), security protection of the home, and the initial cost of making a home habitable (various deposits). The MIHA varies from country to country and is a significant one time allowance that you will be thankful for receiving to help ease the monetary stresses of moving to a foreign country.
